Terry Spahr represents New Hampshire’s Grafton County 12th District encompassing Lyme and Hanover. He serves on the Ways and Means Committee for the State, and on the Executive Committee for the County. He was appointed by the Governor in 2025 to serve on the Lottery Commission to study the growth of gambling in the State and is a member of the Emerging Technologies Caucus. Additionally he serves on the Executive Committee for Grafton County.

A Philadelphia native, Terry graduated from the University of Pennsylvania with a Bachelor of Arts degree and  a Masters in Government Administration.  A successful career in the insurance, financial and real estate fields taught him the importance of listening to what is most important to others and taking action to ensure their goals are achieved.

In 2018, Terry wrote and produced an award-winning feature length environmental documentary, 8 Billion Angels, and subsequently founded the environmental non-profit, Earth Overshoot, with the goal of achieving a safe, just and sustainable world.

Terry is actively engaged and involved in many State and Upper Valley charitable and social organizations including the Norwich Racquet Club, the Upper Valley Seed Savers, Collaborative Solid Waste Strategies, LISTEN and the Hanover Conservancy.
